[How To: Get To Island Four (Post Game) (Pokemon Fire Red/Leaf Green)
For this event to occur you must have beaten the Elite Four, obtained the National Pokedex from Professor Oak and obtained 60 Pokemon in the Kanto Pokedex. You must have also given Celio the Ruby.
